Submission of Online Application under the Fee-Waiver Scheme through the Assam SAMARTH Student Portal

In pursuance of the letter No. E.539875/2024/4 of the Directorate of Higher Education, Assam, all students of UG 3rd, 5th and 7th Semester who have been admitted under the Fee-Waiver Scheme of the Government of Assam (free / 50% fee admission) are hereby directed to complete their online application for the Fee-Waiver Scheme through the Assam State Higher Education Student Portal:

Students are requested to note the following:

1. Aadhaar is mandatory for availing the benefit of the Fee-Waiver Scheme. Students must ensure that their name in the Assam SAMARTH Portal is exactly the same as in their Aadhaar.
2. Students who have not yet registered on the Student Portal must first register using their Enrolment Number and then apply for “FEE WAIVER 2026” under the Scholarship section.
3. Keep the family income details and the Family Income Certificate ready for upload. The uploaded document must be clear and legible.
4. If the “FEE WAIVER 2026” option is not available in your SAMARTH login, submit your details through the Google Form below so that the College can add you to the Fee-Waiver portal.
5. The step-by-step Standard Operating Procedure (SOP) for student registration and for applying under the scheme is given below and is also attached with the notice.

Fee-Waiver option not found in SAMARTH?

Fill in the Google Form: Open Google Form

Details required: Name, University Roll No., SAMARTH Enrollment No., Phone No. and Father’s Name.

SOP 1: Student Registration (for students not yet registered)

Before you start: keep your correct Enrolment Number ready, make sure the mobile number and email registered with the institution are accessible for OTP, and do not share your OTP or password with anyone.

1. Open the Student Portal login page and select New User Registration / Register.
2. Enter your Enrolment Number and the Captcha, then click Register.
3. Check your registered email for the OTP. Enter it and click Submit.
4. Set and confirm your password, then click Reset Password.
5. A success message confirms registration. Return to the login page.
6. Log in using your Enrolment / Roll Number, Password and Captcha.

SOP 2: Applying for Fee Waiver 2026

1. Log in to the Assam State Higher Education Student Portal.
2. On the Home screen, click Scholarship in the Student Services menu.
3. Locate FEE WAIVER 2026 in the Scholarship Opportunities list and click Apply.
4. Enter your Family Income and upload the Family Income Certificate (accepted file types: JPG, JPEG, PDF; size between 10 KB and 500 KB).
5. Read and tick all three declaration check boxes, verify your details, and click Submit.

Important: A student can apply through SAMARTH only after being onboarded onto the Fee-Waiver Application Portal. If the Fee-Waiver application is not active in your login, contact the College or use the Google Form above.
